“Developing parliamentary performance” project, ongoing cooperation and fruitful partnership with the legislative authority

Within the framework of our organization’s adoption of the sixteenth goal of the Sustainable Development Goals, and the commitment to the goals of the goal, the Ofoq Organization worked on two goals:

Establish effective, transparent, and accountable institutions at all levels
Ensure decision-making in a responsive, inclusive, participatory, and representative manner at all levels
For two years, in partnership with the Iraqi Council of Representatives, we worked on a set of activities related to enhancing and developing parliamentary performance. These activities were implemented within our organization’s “Parliamentary Performance Development” program in cooperation with a group of partners.

Our work, within the framework of cooperation with the Parliamentary Development Institute, included a specialized course for members of the Iraqi Council of Representatives, in its fifth parliamentary session in 2022, which was held from 11 to 19 January 2022 and targeted 249 representatives. The session focused on the most important files concerned with the legislative and oversight role of Iraqi Council of Representatives members in its fifth session. Professor Ali Bakht, President of the Ofoq Organization, provided extensive training on the most important international and constitutional mechanisms related to the human rights situation in Iraq and the role of the representative in this file as it is one of the priorities for the work of the House of Representatives.

Also, our organization and the German Friedrich-Ebert-Stiftung Foundation, in cooperation with the Parliamentary Development Institute, issued: The guide for trainers of members of the Iraqi House of Representatives, which is the first guide in this field on the scope of the legislative institution. An official signing was made to issue a series of guides for parliamentary committees and develop the work of those committees and members of the Iraqi Council of Representatives.
It took place during the meeting held on Wednesday, July 27, 2022, in the Institute’s building, in the presence of the Deputy Secretary-General of the House of Representatives for Administrative Affairs: Mr. Sadiq Al-Muhammadawi, and Mr. Saad Fayyad, Director General of the Parliamentary Development Institute. Discussing ways to enhance cooperation in the field of training representatives and job cadres in the House of Representatives in various fields.
The Director General of the Institute expressed his full readiness to cooperate with the organization in the fields of training and capacity building, expressing his aspiration to strengthen relations, leading to the signing of a memorandum of understanding within the general framework in all fields between the two parties.

After this date, our work continued on guides for developing the work of parliamentary committees, as our organization, in cooperation with the Parliamentary Development Institute and the Friedrich Ebert Foundation, issued three other guides:

The second guide: In cooperation with the Parliamentary Human Rights Committee, issuing “The Representative’s Guide to Human Rights.”

 

Third Guide: In cooperation with the Parliamentary Health and Environment Committee, issuing the “Environment and Climate Guide”.

Fourth Guide: In cooperation with the Parliamentary Work and Civil Society Organizations Committee, issuing the “Work and Civil Society Organizations” Guide

The fruitful and ongoing cooperation between our organization, the legislative authority, and the rest of our partners continues within a fixed vision that stems from a belief in the importance of cooperation between civil society institutions and legislative authorities, to perform the roles in an integrated and mutually supportive manner, to achieve the goals of our institutions, and the common goals that serve the public interest and community service.

In this aspect, we value the role of partners in official institutions and international partners, and the official authorities also appreciated the role of our organization within the framework of cooperation, as the Presidency of the House of Representatives issued letters of appreciation for our cooperation and commitment within the parliamentary performance development project.
